Short-Term Rental Permit

1. Search Address

Before you create an application, make sure the address for your project is in the ‘unincorporated’ Johnson County area. Enter an address or KUPN number in the location search box provided. If the address returns with ‘Unincorporated Area’ then you can proceed with the permit application process. If your search returns with a ‘City’ name, then use the contact information provided to contact your city planning department.

2. Application Process

  2. Payment of $150 fee. Make check payable to Johnson County Planning Department.

A short-term rental is defined as the temporary provision of a dwelling unit, or portion thereof, for compensation, to a person or group of people for periods less than 30 days. The definition excludes bed and breakfasts and commercial lodging facilities like motels and hotels.

These regulations apply to the unincorporated area of Johnson County, meaning the area that is outside of the city limits of any city.

  • A permit is required to operate a short-term rental unit.
  • The property owner shall designate a local representative that shall be available 24 hours a day, seven days a week during any rental period to address any complaints.
  • Adequate off-street parking shall be provided for vehicles outside the roadway area.
  • Quiet hours shall be observed from 10 p.m. to 8 a.m. daily.
  • Guests shall be limited to two people per bedroom, plus two additional guests.
  • Adequate provision for sanitary waste and trash disposal shall be provided by the applicant. Trash, rubbish and debris shall be collected and temporarily stored in closed containers or shall be removed from the premises daily.
  • A short-term rental is permitted in an approved Accessory Dwelling Unit.

The permit is valid for one year after it is approved.

Planning staff intend to enforce these regulations on a complaint basis. A complaint can be made by visiting Planning’s Code Enforcement page or by calling 913-715-2205.

The STR regulations are effective April 1, 2026. A Short-Term Rental permit application will be available on the Planning website and applications should be submitted to Planning staff for approval for any short-term rental use after April 1.
