The week of April 6-10 is National Community Development Week. This recognition is an opportunity to highlight the work of Johnson County Community Development and Housing Services, divisions of the Department of Planning, Housing and Community Development.

National Community Development Week was created in 1986 to show support for a federal program called the Community Development Block Grant, as well as the HOME Investment Partnerships Program when it was established in 1992. These grants help to build stronger and more resilient communities and can be used for needs such as community centers, affordable housing development, and economic development projects.

The Community Development division coordinates implementation of the CDBG program at the county level to support improvements to public infrastructure, as well as provide emergency assistance to eligible Johnson County citizens. The Housing Services division manages funding through the federal HOME and HOME-ARP programs, which support low-income housing, reduce homelessness and increase housing stability.

Supporting community development in Johnson County

During its regular meeting last Thursday, April 2, the Johnson County Board of County Commissioners proclaimed April 6-10 as Community Development Week in the county.

Throughout the week, staff from organizations funded by CBDG, HOME and HOME-ARP have hosted a table in the Johnson County Administration Building (111 S. Cherry St., Olathe), answering questions and providing insights into what services they provide and where citizens can go to get assistance.

Johnson County Community Development and Housing Services staff also volunteered at Catholic Charities’ TurnStyles Thrift Store in Overland Park on April 8. Staff worked with local Girl Scout Juniors Troop 3347 to prepare items for sale.

Staff are hosting an application workshop for the 2027 Community Development Block Grant program on April 17 at 9 a.m. in Room 100 A/B at the North Central Multi-Service Center. This date also marks the start of the application cycle for CDBG.

In 2025, Johnson County allocated $2.38 million in HOME-ARP funds to agency partner Metro Lutheran Ministry. The organization was tasked with developing rental housing for the homeless.

Metro Lutheran Ministry has developed 16 housing units to be offered to homeless individuals, including four units at 510 E. Park St. in Olathe.

A ribbon cutting at that site took place Friday, April 10. Representatives from Metro Lutheran Ministry, the U.S. Department of Housing and Urban Development, Representative Sharice Davids, and the Chairman of the Johnson County Board of County Commissioners, Mike Kelly, spoke at the event.

Johnson County is working to address needs across the Housing Continuum, which ranges from those experiencing long-term homelessness to cost-burdened homeowners.

The Notice of Funding Availability for the 2026 Emergency Solutions Grant has been released, and we invite all those who are interested in applying to attend the 2026 ESG Pre-Application Meeting on March 26 at 9 a.m. via Zoom.

Eligible Applicants must be private non-profit organizations with a 501(c)3 status, who are active members of the local Continuum of Care, and current users of Johnson County's Homeless Management Information System, Bitfocus-Clarity or able to become a user.

During this meeting, we will discuss which ESG components the Johnson County Continuum of Care Board determined should be prioritized if applied for, we will review the application, applicant and reporting requirements, and finish with an overview of our ESG website and next steps.

If you are unfamiliar with the ESG, we highly recommend reviewing the Emergency Solutions Handbook and find more information on the Johnson County ESG Program.

Join us for free donuts and coffee as we discuss the 2025 Consolidated Annual Performance Evaluation Report and decide how 2027 Community Development Block Grants and HOME funds should be prioritized. Johnson County Community Development is holding an open house March 11, 2026 at 9:30 a.m. in the Carmack Room at the Central Resource Library.

Each year, Johnson County receives federal funding through the CDBG and HOME Investment Partnerships Program. These funds are designed to support housing, neighborhood improvements and services that benefit residents. Specifically, these include home repair, transportation services, community programs, as well as mental health services.

To develop those objectives for 2027, the county needs residents to help determine what activities should be prioritized for the funding for CDBG, HOME and the Johnson County Housing Authority.

Can’t make it to the Open House? You can still share your ideas through this online survey, open from Jan. 1 to May 31. Your feedback — just like what is collected at the event — will help the county decide which activities to fund with these federal grants.

Agencies serving the following populations in Johnson County, Kansas are invited to the 2027 CDBG Application Workshop:

Low- and moderate-income persons or areas
Abused children
Battered spouses
Elderly persons
Adults meeting the Bureau of the Census' Current Population Reports definition of “severely disabled
Unsheltered persons
Illiterate adults
Persons living with AIDS
Migrant farm workers

The purpose of the application workshop is to provide a detailed overview of the full life cycle of a CDBG grant, beginning with the application process and ending with grant closure requirements and recordkeeping regulations.

Eligible applicants for CDBG are limited to the seventeen Johnson County Cities with Cooperation Agreements, Johnson County Departments, Nonprofit Organizations with IRS 501(c)3 status, For profit Economic Development Organizations, Community Based Development Organizations and Faith-Based Organizations.

The Housing & Community Development Advisory Committee (HCDAC) was created by the Johnson County Board of County Commissioners (BOCC), Resolution No. 115-02 and reorganized under Resolution No. 025-24. Its purpose is “to ensure that the needs of low- to moderate-income individuals and families, the elderly, disabled, minority and homeless populations are expressed and adequately reflected in Johnson County’s community development programs, housing programs and other initiatives, and to otherwise facilitate Johnson County's Housing and Community Development programs."

The HCDAC is made up of eleven Johnson County residents. The BOCC Chairman nominates four Citizen Representatives, who are subject to the approval of the BOCC. The Chairman’s nominees include one representative from each of the following: persons with disabilities; minorities; low-income households; and the homeless. In addition, the six district county commissioners and the BOCC Chairman each nominate a Commissioner Representative, subject to the approval of the BOCC.

Meeting Location: County Administration Building (111 S. Cherry St, Olathe, KS), Second Floor, Suite 2000

Meeting Time: 8:30 a.m. on the first Wednesday of February and the second Wednesday of August. Please check below for any updates to specific meetings.

The HCDAC has a few subcommittees that are made up of two to five volunteer Committee Members to review and determine the funding allocations for CDBG and HOME applicants, as well as oversee the Needs Assessment Public Hearing.

The HCDAC will conduct all meetings in accordance with the Kansas Open Meetings Act and in accordance with the Citizen Participation Plan.

About the CAPER and Needs Assessment

Whether you’ve lived in Johnson County for a while or you recently moved here, you’ve probably seen the county grow, change and evolve. You’ve walked its sidewalks, supported its local businesses and built a life in its neighborhoods. We want to hear from you — because your voice can help shape what comes next.

The CAPER is a report submitted to the Department of Housing and Urban Development on how the Community Development Block Grant and HOME Investment Partnerships funds were used to accomplish program objectives in 2025. To develop those objectives for 2027, we need the residents of Johnson County to help us determine what activities should be prioritized for the funding for CDBG, HOME and the Johnson County Housing Authority.

The Community Development division will present its proposed 2026 Annual Action Plan for a 30-day public review and comment period this fall.

The public input period will occur Sept. 17-Oct. 16, 2025, with a public hearing to take place on the proposed plans on Oct. 23 during the regular Board of County Commissioners meeting, starting at 9:30 a.m. in the Third Floor Hearing Room at the County Administration Building, 111 S. Cherry St. Olathe, KS.

Purpose of the Input Period

This period provides the opportunity for the public to provide input on proposed uses of 2025 CDBG and HOME program funding. All comments will be included in the final 2026 Action Plan prior to submitting the Plan to the U.S. Department of Housing and Urban Development.

You can also submit comments in writing to the Community Development Coordinator in Suite 2000 of the County Administration Building, by phone at 913-715-2245, fax at 913-715-2222 or email at cdbg@jocogov.org. You must submit your comments by Oct. 16 or at the Oct. 23 public hearing.

A public input opportunity is coming up this fall, during which you can share your thoughts on federal funding for community development and housing. The Community Development Office will present its proposed 2026 Annual Action Plan for a 30-day public review and comment period, taking place Sept. 17-Oct. 16, 2025.

During this period, you will be able to provide input on proposed uses of 2026 CDBG and HOME program funding. These programs provide federal funding for implementation of affordable housing and community development opportunities, in support of low-to-moderate income residents.
