  &lt;p&gt;More than 222,000 Notices of Appraised Value are being mailed to Johnson County property owners, detailing changes in property values for this year. County Appraiser Carolyn Logan will present property revaluation trend updates to the Board of County Commissioners at its regularly scheduled meeting on Thursday, Feb. 26.&lt;/p&gt;
&lt;p&gt;This year’s report indicates a continuation of healthy growth and stability across residential and commercial markets. Total appraised and assessed values across all markets show an increase of approximately 6% for 2026 compared to 2025.&lt;/p&gt;
&lt;p&gt;Market trend highlights for 2026 from the Appraiser’s report include:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Residential (non-apartment) appraised values have increased approximately 6%&lt;/li&gt;
&lt;li&gt;Apartment appraised values have increased approximately 11%&lt;/li&gt;
&lt;li&gt;Office appraised values have decreased by 1.6%&lt;/li&gt;
&lt;li&gt;Industrial appraised values have increased approximately 4%&lt;/li&gt;
&lt;li&gt;Retail experienced very little movement, increasing 1.25%&lt;/li&gt;
&lt;li&gt;Hotel new construction is being seen after several years of this market remaining dormant&lt;/li&gt;
&lt;/ul&gt;
&lt;h2&gt;Residential Property Appraised Values&lt;/h2&gt;
&lt;p&gt;This year approximately 68% of residential property values either increased by 7% or less or experienced a reduction in value.&lt;/p&gt;
&lt;p&gt;By state law, property is appraised at fair market value, as it exists on Jan. 1 of each year. Fair market value means the amount that a well-informed buyer is justified in paying and well-informed seller is justified in accepting in an open, competitive market. To achieve compliance with state law, the County Appraiser must appraise homes within 90-110% of sale prices in the county.&lt;/p&gt;
&lt;p&gt;This year, the average value of a home in Johnson County is $536,000; the average selling price of new and existing homes in 2025 was $583,000. Notably, 2026 reporting showed a continued trend of declining home stock appraised below $300,000, while the countywide number of homes appraised below $150,000 dropped to 152.&lt;/p&gt;
&lt;p&gt;“I’m proud of the continued growth of our county,” said Mike Kelly, Chair of the Johnson County Board of County Commissioners. “Johnson County continues to be a desirable place to call home, but we know a purchase price above $500,000 is not attainable for many of our community members.”&lt;/p&gt;
&lt;p&gt;Kelly added that housing remains an area of particular focus for county leadership. “We are deeply invested in identifying and collaborating with community partners to execute affordable, attainable housing strategies,” he said. “As we continue to sustainably grow as a county, our goal remains creating a community that everyone can call home.”&lt;/p&gt;
&lt;h2&gt;Overall Commercial Property Appraised Values&lt;/h2&gt;
&lt;p&gt;Total 2026 commercial new construction appraisals have stabilized and continue to show steady growth after historic increases in 2025. Reappraisal growth for the commercial property market remained mostly unchanged. However, growth within this market is expected to bear out in future reporting years because of new construction projects supporting a variety of large sports complexes and sports tourism attractions planned or currently underway across the county. New hotels anticipated to open in advance of FIFA World Cup 2026™ also contribute to anticipated future valuation increases.&lt;/p&gt;
&lt;h2&gt;2026 Notices of Appraised Value&lt;/h2&gt;
&lt;p&gt;This year’s Notices of Appraised Value (NOAVs) were mailed on Feb. 25 to residential and commercial property owners throughout the county.&lt;/p&gt;
&lt;p&gt;Homeowners will find on the back of their Notice of Appraised Value (NOAVs) information about the appeal process should they disagree with the appraised value.&amp;nbsp;&lt;a href="https://ims.jocogov.org/locationservices/default.aspx"&gt;NOAVs can also be accessed online&lt;/a&gt;. An&amp;nbsp;&lt;a href="https://appealportal.jocogov.org/Home/Login"&gt;appeals portal&lt;/a&gt;&amp;nbsp;is available for property owners to file an online appeal. Learn more at the&amp;nbsp;&lt;a href="https://www.jocogov.org/department/appraiser/property-information/notices-appraised-value"&gt;Appraiser’s Office website&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;Parts of the county seeing higher increases include parts of Olathe, Shawnee and portions of the northeast parts of the county. View the map below for further details about which parts of the county experienced increases and by how much.&lt;/p&gt;
&lt;p&gt;In addition to the County Appraiser’s presentation to the Board of County Commissioners on Thursday, a copy of the revaluation report will be available soon on the county’s website.&lt;/p&gt;

  &lt;p&gt;This week, residential and commercial property owners in Johnson County will begin receiving annual notices in the mail detailing the value of their property from the County Appraiser.&lt;/p&gt;
&lt;p&gt;More than 220,000 Notices of Appraised Value will be mailed beginning on Wednesday, Feb. 25. These notices are not a tax bill. Property tax rates are set by governments including cities, the county, school districts and the state.&lt;/p&gt;
&lt;p&gt;The notices include information about the property’s appraised value for the current and previous year, along with actual sales data on property that was considered in the valuation of the property. The appraisal process is set by Kansas law. Property values can fluctuate based on property improvements or sales in the neighborhood.&lt;/p&gt;
&lt;p&gt;Property owners can view additional information about the notices at&amp;nbsp;&lt;a data-entity-substitution="canonical" data-entity-type="node" data-entity-uuid="89a59784-170b-4a1b-b161-522380f1dd28" href="https://www.jocogov.org/department/appraiser/property-information/notices-appraised-value"&gt;jocogov.org/notices-appraised-value&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;“Valuing property accurately and fairly is one of the essential duties of the Appraiser’s Office,” said Johnson County Appraiser Carolyn Logan. “We want to ensure residents are watching their mailboxes for these notices, and if they have questions after receiving them, I encourage them to visit our website and learn more about the entire process.”&lt;/p&gt;
&lt;h2&gt;How to appeal property valuations&lt;/h2&gt;
&lt;p&gt;Each mailing also includes a form that residents can fill out if they would like to appeal their property valuation. They also may scan the QR code on the notice to file an appeal online.&lt;/p&gt;
&lt;p&gt;Property owners have two options to appeal:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;Informal appeal:&amp;nbsp;&lt;/strong&gt;property owners either fill out the back of their Notice of Appraised Value or submit an informal appeal application online through &lt;a href="https://appealportal.jocogov.org/Home/Login"&gt;appealportal.jocogov.org&lt;/a&gt;. This must be done by March 27.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Payment under protest:&amp;nbsp;&lt;/strong&gt;this is done when paying property taxes in the late spring or fall.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Property owners may choose one form of appeal or the other, but not both.&lt;/p&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Johnson County has released its &lt;a href="https://www.jocogov.org/sites/default/files/files/2026-02/2026%20Johnson%20County%20Market%20Study%20Analysis.pdf"&gt;Market Study Analysis for the Assessment Year 2026&lt;/a&gt;, examining the real estate market in the county – including both the residential and commercial markets.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The analysis is completed by the county’s Appraiser’s Office, using data from its annual valuation process. During the process, the office reviewed the sale of more than 16,000 residential properties, completing a sales comparison analysis to developed market values.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The study projects nearly 90% of residential properties to increase in value in 2026. Residential properties are expected to see average value increases of 5-7%.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The overall value of commercial properties is projected to increase by approximately 5%, reflecting continued positive market trends. The commercial market includes the following sectors:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Industrial: &lt;/strong&gt;Johnson County’s location along the I-35 corridor enforces its role as a key regional hub. Overall vacancy has remained stable with a slight decrease.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Multifamily: &lt;/strong&gt;Rent growth remained steady despite rising vacancy, with occupancy in the low 90% range. Growth is expected to remain stable with modest upside.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Office: &lt;/strong&gt;Rising availability in the office market has slowed for the first time in several years, with office attendance data showing a gradual increase in workers returning to the office.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Retail: &lt;/strong&gt;Retail development is being driven by quick-service restaurants, banks and discount retailers responding to limited inventory and shifting consumer behavior.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Hotel/Motel: &lt;/strong&gt;Local occupancy levels remain stable. Average Daily Rate and Revenue per Available Room have posted the strongest growth within the metro.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;

This notice is not a tax bill. The Appraiser’s Office does not set taxes. The amount of taxes you pay depends on the budgets set by your governing bodies, including the state, county, cities and school districts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;On the notice, property owners can find their appraised value for the current and previous year, with actual sales data on property that was considered in the valuation of property. This information is located about halfway down on the front of the sheet.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The notice includes an appeal application that property owners can fill out to initiate an appeal of their appraised value.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&amp;nbsp;They can also visit &lt;a href="https://appealportal.jocogov.org/Home/Login"&gt;appealportal.jocogov.org&lt;/a&gt; or scan the QR code to submit an application online.&lt;/p&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Notices of Appraised Value come from the Johnson County Appraiser’s Office, which &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;values all taxable property in the county. These&amp;nbsp;appraisals&lt;strong&gt;&amp;nbsp;&lt;/strong&gt;determine a property owner’s shares of taxes that go toward public services. The appraisal process is set by Kansas law, and the state closely monitors counties for their accuracy in valuing property.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The appraiser is required to visit your property at least once every six years, and it uses an interview, exterior inspection and computer-generated data to determine your property value. Your property value could go up or down depending on several factors, including:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Members of the Johnson County Appraiser's Office continue to be in the field completing field inspections for properties with open, new construction permits and transfer sales occurring throughout the 2025 valuation year.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The Appraiser's Office is required to by Kansas Statute to field inspect every property that falls into one of these categories to verify the information in our database is accurate.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Below is some additional information about this process:&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The appraisal staff will wear clothing with a Johnson County Appraiser’s Office logo on the upper left chest area for easy visibility. The staff will have the employee badge in a visible location to present it when contacting the property owner.&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Appraisal staff do not need to conduct an interior inspection and won't ask to come inside a residence.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Upon arrival to the property, the appraisal staff are required to knock and/or ring the doorbell then wait a few minutes for a response. They will then identify themselves as an employee from the Appraiser’s Office. If there isn’t a response from the property owner, they will leave information that provides you with acknowledgement that they were on the property.&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;If the property owner responds, appraisal staff will ask a few questions to verify/update information and update records.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;These visits are conducted to comply with state law and are done to correct any errors in county records and ensure that properties are appraised accurately and that valuations are done in a fair manner.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;State law allows appraisal staff to access property to conduct these brief inspections done outside the residence, whether or not the property owner is home.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Lastly, the appraiser will verify the new construction by taking measurements and photos of the exterior. Once this is completed, the appraiser will proceed to the next assignment.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The&lt;strong&gt; &lt;/strong&gt;Johnson County Board of County Commissioners on March 27 appointed Carolyn Logan as Director of Appraiser Operations for Johnson County Government. Logan will begin work at the county on April 15.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Logan has 20 years of government appraisal experience in Fayette County, located in Lexington, Kentucky. During her time there she moved up from assessor roles in the residential, agricultural and commercial sectors to department supervisor to the role she is now vacating called Chief of Staff. In Fayette County, the county tax assessor is elected. Logan has served in the top staff (non-elected) role in her office since 2009.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;While in Lexington, Logan supervised an office staff of 20 and managed an annual property tax roll of $36 billion. Her education includes two master’s degrees, one in information systems and another in Geospatial Data Science, both from Murray State University.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“Carolyn Logan brings a wealth of education and experience to Johnson County,” said Mike Kelly, Chairman of the BOCC. “We look forward to her leadership.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Former Johnson County Appraiser David “Beau” Boisvert retired from the county in January 2025. Kara Endicott has served as Interim Appraiser and will maintain that role while Logan completes the requirements established by Kansas Department of Revenue’s Property Valuation Division to serve as the County Appraiser.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Logan will run the office and manage the team, while Endicott will handle the statutorily required duties of the Appraiser’s Office until Logan meets the state’s requirements to fulfill all duties of County Appraiser.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Logan said she was drawn to the appraiser position in Johnson County because of the county’s reputation for excellence. “Every aspect of Johnson County local government, including the Appraiser’s Office, exudes excellence.&amp;nbsp;It is my intention to continue this legacy as County Appraiser,” she said.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;More than 221,000 Notices of Appraised Value are being mailed to Johnson County property owners, detailing changes in property values for this year. Interim County Appraiser Kara Endicott presented property revaluation trend updates to the Board of County Commissioners in a presentation on Thursday.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;After two years of double-digit appraisal growth in 2022 and 2023, the real estate market returned to pre-COVID levels in 2024. The market in 2025 reflects a continuation of a stable real estate market trend.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Notably this year, the county experienced over $1 billion in new commercial construction. In previous years, that figure ranged from $368 million to $521 million.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“We are experiencing tremendous commercial growth in Johnson County,” said Mike Kelly, Chairman of the Johnson County Board of County Commissioners. “This historical economic investment is good for everyone. The more we can grow our tax base, through both commercial and residential development, the more we can spread out the property taxes necessary to fund our quality services.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The increase in residential property across the county is around 6.5%. &amp;nbsp;Approximately 73% of residential property values that experienced an increase went up in value by 9% or less.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;By state law, property is appraised at fair market value, as it exists on Jan. 1 of each year. Fair market value means the amount that a well-informed buyer is justified in paying and well-informed seller is justified in accepting in an open, competitive market.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;To stay in compliance, the County Appraiser must appraise homes within 90-110% of sale prices in the county.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;This year, the average value of a home in Johnson County is $508,000; the average selling price of new and existing homes in 2024 was $557,000.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“Appraised values are driven by sales prices. We know that a $508,000 home isn’t easily accessible for new college graduates, young families, retirees or first responders,” Kelly said. “If we want to lower the price of housing, we need to increase supply by building more units.”&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The county also saw an increase in residential new construction permits for the first time since 2021.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“While the market overall remains stable, increases in property values and the average sale price demonstrate that residents and business continue to see Johnson County as a desirable place to live and work. The increase in building permits is also an emerging sign that the residential real estate market is beginning to regain confidence,” said Kara Endicott, Interim County Appraiser.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Homeowners will find on the back of their Notice of Appraised Value (NOAVs) information about the appeal process should they disagree with the appraised value. &lt;/span&gt;&lt;/span&gt;&lt;u&gt;&lt;span&gt;&lt;span&gt;&lt;a href="https://ims.jocogov.org/locationservices/default.aspx"&gt;&lt;span&gt;&lt;span&gt;NOAVs can also be accessed online&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;/span&gt;&lt;/span&gt;&lt;/u&gt;&lt;span&gt;&lt;span&gt;. The Appraiser’s Office has launched a appeals portal for property owners to file an online appeal.   &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Johnson County has released its&amp;nbsp;&lt;a data-entity-substitution="media" data-entity-type="media" data-entity-uuid="431e1080-11ce-48d8-ae1b-941a4c358c19" href="https://www.jocogov.org/sites/default/files/files/2025-02/2025%20Market%20Study%20Analysis.pdf"&gt;Market Study Analysis&lt;/a&gt;&amp;nbsp;for the Assessment Year 2025, examining the real estate market in the county – including both the residential and commercial markets.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The analysis is completed by the county’s Appraiser’s Office, using data from its annual valuation process. During the process, the office reviewed the sale of more than 16,000 residential properties, completing a sales comparison analysis to developed market values.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The study found that the average single-family residential sale price in 2024 was approximately $610,000. The average appraised value for 2025 is $570,000 – with residential properties expected to see an average increase in values of 6-7%.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Commercial real estate is reflecting positive market trends, with commercial values increasing at a rate of 5%. The commercial market includes the following sectors:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Industrial:&amp;nbsp;&lt;/strong&gt;The industrial market remained steady, with the first phase of Panasonic’s lithium-ion battery plant nearing completion this spring.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Multifamily:&amp;nbsp;&lt;/strong&gt;The multifamily market continues to perform better than many markets in the country, with most properties reporting stable to increasing rents.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Office:&amp;nbsp;&lt;/strong&gt;Office market rental rates remained stable. Vacancy has risen for some properties, but vacancy rates were well below national averages.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Retail:&amp;nbsp;&lt;/strong&gt;Retail remained stable due to continued development across the region – including the Merriam Grand Station and Overland Park’s Bluhawk.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;Hotel/Motel:&amp;nbsp;&lt;/strong&gt;Hotels and motels continue their post-pandemic recovery, with operations generally at or exceeding 2019 levels and average daily rates surpassing recent forecasts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Johnson County&lt;strong&gt; &lt;/strong&gt;Appraiser David “Beau” Boisvert announced his retirement during a Johnson County Board of County Commissioners meeting today. The BOCC action included accepting his retirement letter, creating an Appraiser Screening Committee to work with a search firm and present finalists to the full Board and naming Deputy County Appraiser Kara Endicott as Interim County Appraiser. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Boisvert was appointed as appraiser for Johnson County on Feb. 6, 2020. In his role, he managed a staff of around 80 employees and records for more than 233,600 parcels with a 2024 valuation of approximately $129.2 billion. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Boisvert’s accomplishments include implementing several improvements and modernizations within the Appraiser’s Office to conduct their business more efficiently, to the benefit of the community and staff in that office. This includes reorganizing the office, introducing cross-training for their appraisers and launching a new web portal to make the county’s appraisal appeal process more convenient.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“I’m grateful to Beau for his service to Johnson County,” said Mike Kelly, chairman of the Johnson County Board of County Commissioners. “Being a county appraiser in an area experiencing growth and development can be a challenge, and I commend Beau for his transparent and collaborative approach.”&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;Boisvert is a member of the International Association of Assessing Officers and serves on its education committee. He also was honored in Cambridge University’s “Who’s Who of Executives and Professionals” and by the State Bar Association of Arizona, Tax Law Section, as its Outstanding Public Service Employee. His prior professional experience includes appraiser leadership roles with Yavapai County and Maricopa County, both in Arizona, as well as providing assessment consultations for several jurisdictions.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;“I have enjoyed the opportunity to serve in Johnson County and to work with the staff in my office,” Boisvert said.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Boisvert’s last day will be Jan. 24, 2025.&amp;nbsp;Incoming Interim County Appraiser Endicott has more than 25 years of experience working in Johnson County and recently received a Presidential Citation from IAAO. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Even though, by statute, the BOCC is responsible for appointing the county appraiser, the county appraiser actually performs the professional duties and responsibilities under the direction of the Kansas State Director of Property Valuation, following the standards and guidelines prescribed by Kansas statutes and utilizing professional appraisal standards and practices.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Members of the Johnson County Appraiser's Office continue to be in the field completing field inspections for properties with open, new construction permits and transfer sales occurring throughout the 2024 valuation year. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The Appraiser's Office is required to by Kansas Statute to field inspect every property that falls into one of these categories to verify the information in our data base is accurate.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Here are the procedures to complete this process:&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The appraisal staff will wear clothing with a Johnson County Appraiser’s Office logo on the upper left chest area for easy visibility. The staff will have the employee badge in a visible location to present it when contacting the property owner.&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Upon arrival to the property, the appraisal staff are required to knock and/or ring the doorbell then wait a few minutes for a response. They will then identify themselves as an employee from the Appraiser’s Office. If there isn’t a response from the property owner, they will leave information that provides you with acknowledgement that they were on the property.&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Lastly, the appraiser will verify the new construction by taking measurements and photos of the exterior. Once this is completed, the appraiser will proceed to the next assignment.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
