&lt;p&gt;Johnson County is now accepting applications for an expanded property tax relief program designed to benefit more residents who fall within federally set very low income limit ranges.&lt;/p&gt;

&lt;p&gt;Residents may learn more about the program and access an application at &lt;a href="https://www.jocogov.org/department/treasury-taxation-and-vehicles/property-tax/property-tax-relief-programs/johnson-county-property-tax-relief"&gt;jocogov.org/JoCoPropertyTaxRelief&lt;/a&gt;. The application window will remain open until April 15.&lt;/p&gt;

&lt;p&gt;This year’s program expands on a previous program available to seniors and disabled veterans, removing the age limits that were in place last year and increasing the maximum appraised value of a home needed to qualify.&lt;/p&gt;

&lt;p&gt;Those applying for this year’s program will still need to provide proof of income, and to receive a property tax relief payment, participants in the program must also:&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;Be a resident of Johnson County&lt;/li&gt;
	&lt;li&gt;Own and occupy their own home&lt;/li&gt;
	&lt;li&gt;Have a home with a maximum 2025 appraised value of $500,000&lt;/li&gt;
	&lt;li&gt;Be current on property tax payments for their residence&lt;/li&gt;
	&lt;li&gt;Be at or below the Very Low Income limits set by the U.S. Department of Housing and Urban Development (see table)&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;Residents who qualify for the program will be eligible to receive a payment by check in 2026 to help offset the county’s portion of their property tax bills. The payment amount a qualified applicant receives will not exceed the county’s portion of the resident’s property tax bill.&lt;/p&gt;

&lt;p&gt;The county’s website also has information on other property tax relief programs offered at the city and state level. Residents can check out information on those programs and see if they may qualify for those additional programs at &lt;a href="https://www.jocogov.org/department/treasury-taxation-and-vehicles/property-tax/property-tax-relief-programs"&gt;jocogov.org/PropertyTaxRelief&lt;/a&gt;.&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The offices to be closed include:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Mission Motor Vehicle at 6000 Lamar Ave, Suite 100&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Olathe Motor Vehicle at 782 N. Ridgeview Rd&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Treasury, Taxation, County Clerk, and County Recording at 111 S. Cherry St., Suite 1200&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The motor vehicle offices provide service to residents who are seeking to register and title vehicles or renew their registrations. Offices to obtain and renew drivers’ licenses are not operated by Johnson County and are unaffected by this closure.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Customers may renew their registrations online at&amp;nbsp;&lt;a href="https://ikan.ks.gov/"&gt;ikan.ks.gov&lt;/a&gt;, or by mail. Customers seeking to pay their property tax bills online may do so at&amp;nbsp;&lt;a href="https://taxbill.jocogov.org/"&gt;taxbill.jocogov.org&lt;/a&gt;, or by mail.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The offices will reopen on Tuesday, Feb. 17.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Other Johnson County government offices will remain open on Feb. 16.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

  &lt;p&gt;Today, the Johnson County Board of County Commissioners approved an expansion of a property tax relief program designed to benefit more residents who fall within federally set very low income limit ranges.&lt;/p&gt;
&lt;p&gt;Launching next year, the property tax relief program approved today expands upon a previous pilot program that was available only to seniors and disabled veterans with income and home values below a certain level. With today’s changes, the Board of County Commissioners has made the relief program available to more Johnson County residents by removing the age limit and disabled veteran status requirements and increasing the maximum home value criteria needed to qualify.&lt;/p&gt;
&lt;p&gt;“We know that property taxes are a major concern for many in Johnson County,” said Mike Kelly, Chairman of the Board of County Commissioners. “By expanding access to this program, we can provide meaningful, targeted tax relief to our residents who need it most. I encourage all who are eligible to apply when the application window opens early next year.”&lt;/p&gt;
&lt;p&gt;Residents applying for the program will need to provide proof of income, and to receive a property tax relief payment, participants in the program must also:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Be a resident of Johnson County&lt;/li&gt;
&lt;li&gt;Own and occupy their home&lt;/li&gt;
&lt;li&gt;Have a home with a maximum 2025 appraised value of $500,000&lt;/li&gt;
&lt;li&gt;Be current on property tax payments for their residence&lt;/li&gt;
&lt;li&gt;Be at or below the Very Low Income limits set by the U.S. Department of Housing and Urban Development&lt;/li&gt;

&lt;p&gt;The application window for the Property Tax Relief Program begins on Jan. 15 and closes on April 15. Residents who qualify for the program will be eligible to receive a payment by check in 2026 to help offset the county’s portion of their property tax bills. The payment amount a qualified applicant receives will not exceed the county’s portion of the resident’s property tax bill.&lt;/p&gt;

  &lt;p&gt;The Johnson County Treasury, Taxation and Vehicles department began mailing 216,440 real estate and 13,821 personal property tax statements to Johnson County taxpayers on Nov. 12.&lt;/p&gt;
&lt;p&gt;The first-half real estate and personal property taxes are due on or before Monday, Dec. 22, 2025, and the second-half taxes are due on or before Monday, May 11, 2026.&lt;/p&gt;
&lt;p&gt;Taxpayers have&amp;nbsp;multiple options available&amp;nbsp;to pay their taxes:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;Online&lt;/strong&gt;&amp;nbsp;- Through our website,&amp;nbsp;&lt;a href="https://taxbill.jocogov.org/"&gt;taxbill.jocogov.org&lt;/a&gt;, tax payments may be submitted electronically using our eCheck option for $0.50 per transaction, or by credit card (Visa, MasterCard or Discover) for a 2.25% service fee per transaction.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;By mail&lt;/strong&gt;&amp;nbsp;– Taxpayers can mail a check along with their payment stub to Johnson County Property Tax, PO Box 950506, St. Louis, MO 63195-0506.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;In person&lt;/strong&gt;&amp;nbsp;- Payments can also be made at the Johnson County Administration Building, 111 S. Cherry Street, Suite 1200, in downtown Olathe.&amp;nbsp; Those paying by check may use the drop box located directly inside the main entrance on Cherry Street. &amp;nbsp;&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;There are many other services online at&amp;nbsp;&lt;a href="https://taxbill.jocogov.org/"&gt;taxbill.jocogov.org&lt;/a&gt;, that may be helpful this tax season. Taxpayers may view an electronic version of their tax statement and print off tax receipts once their payment has been processed. They may also find important tax forms, review frequent questions and/or file a change of address.&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Do you need to obtain a vehicle registration, license plate or title? Johnson County has two offices in Mission and Olathe that provide these services, and here are a few tips to help you get what you need.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Check to see if your transaction can be handled without an office visit.&lt;/strong&gt;&lt;br&gt;
The Johnson County Motor Vehicle Offices are currently experiencing high customer traffic, and the office’s waitlist and appointments are filling quickly. Many transactions can be handled online or by mail without the need for an office visit, including vehicle renewals, address changes, disabled placards, refunds, lien releases and replacement titles. If you are looking to complete one of these services, check &lt;a href="https://www.jocogov.org/department/treasury-taxation-and-vehicles/vehicle-registrations-and-titling?check_logged_in=1"&gt;jocogov.org/motorvehicle&lt;/a&gt; before visiting the office.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;To obtain service, go online to get a virtual spot in line or to set an appointment.&lt;/strong&gt;&lt;br&gt;
The virtual waitlist opens each weekday at 6 a.m., and spots fill quickly. Visiting dmv.jocogov.org soon after the virtual waitlist opens is your best option for obtaining a spot in line. Those who walk in to a Motor Vehicles office are not guaranteed a spot once the waitlist reaches capacity, so the office strongly recommends joining the online waitlist before arriving.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Plan ahead – don’t wait until the last minute.&lt;/strong&gt;&lt;br&gt;
The best way to ensure you get the services you need before your due date is to give yourself plenty of time to set an appointment or to join the virtual waitlist. Also, be sure to check online to ensure you have the documents you need after you set a time to come to the office.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;If you can’t obtain service on the first try, here are some steps to follow.&lt;/strong&gt;&lt;br&gt;
First, you can try again later. The waitlist may reopen throughout the day if capacity allows. Check back periodically, as availability can change. Second, try booking an appointment. Appointments open 30 days in advance and may become available if others cancel or don’t confirm. Finally, if you are able to go to either office, try checking availability at both the Mission and Olathe offices.&lt;/p&gt;

  &lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;On or before Aug. 10, Johnson County will be sending out more than 230,000 notices of proposed property tax increases and public hearings to property owners as required by Kansas law. As a reminder, the notices are not bills and should not be paid.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The law requires counties to send taxpayers a notification of the revenue neutral rate compared to the proposed tax rates for each taxing entity that exceeds its revenue neutral rate.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;The revenue neutral rate represents the mill levy rate that would generate the same property tax revenue as levied the previous year, based on the current tax year’s June 1 certified assessed valuation. The notices provide the dates, times and locations for public hearings to be held by each taxing authority intending to exceed their revenue neutral rate. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;This year, the Kansas Legislature passed some changes to the law that regulates this process. The changes include four new columns with additional information on each authority’s proposed tax revenue, along with the addition of total amounts at the end of each column. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;To accommodate these changes in legible font size, the notice will be printed on legal-sized paper with the front displaying the hearing information and FAQs in portrait layout and the back providing the property information in landscape layout.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Property taxes are calculated November 1, and the actual tax may increase or decrease from these estimates. Property tax statements will be issued later in November. First-half tax payments are due on or before Dec. 20.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Property owners can print their notices by searching their property with a quick reference number or address at &lt;a href="https://taxbill.jocogov.org/"&gt;taxbill.jocogov.org&lt;/a&gt;.   &lt;p&gt;On April 18, the Treasury, Taxation and Vehicles Department distributed a letter to 254 property owners in the Blue Valley School District. The letter informed them that, for those 254 properties, the School General Fund levy was not included in their 2023 or 2024 original tax statements.&lt;/p&gt;
&lt;p&gt;This was omitted in error, and we apologize for this mistake and the inconvenience this has caused. The issue was discovered during the tax roll certification process. We have completed a thorough review of the process and identified additional opportunities to verify the data moving forward. Multiple team members have reviewed the taxing unit groups to ensure funds are accurately assigned. Along with improvements to the verification process, we are developing additional reporting.&lt;/p&gt;
&lt;p&gt;The due date for the&amp;nbsp;USD 229 Blue Valley School General Fund&amp;nbsp;adjustments has been&amp;nbsp;extended to May 11, 2026, to allow property owners additional time to make payments. This means these balances will not be flagged as delinquent as a result of the county’s error. Those who were impacted by this can reach out to the County Clerk’s Office to discuss payment options, including the ability to make monthly payments until paid in full.&lt;/p&gt;
&lt;p&gt;After the due date any remaining balance will be considered delinquent and assessed interest at the rate prescribed by K.S.A. 79-2968 and 79-2004. Property owners who have a mortgage should communicate with their lender directly to discuss payment options as they relate to their escrow accounts.&lt;/p&gt;
&lt;p&gt;The week of May 19, the county will provide a letter to impacted property owners with remaining outstanding balances. The letter will outline the extended due date and specific adjustments for each property. The letter can be shared with a property owner’s escrow company.&lt;/p&gt;
&lt;p&gt;Property tax owners can visit&amp;nbsp;&lt;a href="https://taxbill.jocogov.org/"&gt;taxbill.jocogov.org&lt;/a&gt;&amp;nbsp;to review and verify current and prior year tax statements.&lt;/p&gt;

This represents about 0.02% of the approximately $1.7 billion collected in real estate and personal property taxes countywide. The issue was discovered during the tax roll certification process, when it was determined that the USD 229 School General Fund for Blue Valley School District was not included in the original tax statements. The affected 254 properties should have had all four school district funds (School General, Unified, Bond and Capital Outlay) listed on their 2023 and 2024 statements.&lt;/p&gt;
