Purpose
To recognize that works of art are public improvements and should be a prominent part of Johnson County's profile. The program is intended to provide a mechanism for the commissioning, accessioning, and financing of major works of art by the County Government in conjunction with its public improvement projects.

Johnson County Government officials held a ceremonial groundbreaking on Aug. 22 to celebrate work beginning on a new Health Services Building, located at the county’s Sunset Drive campus at 119th Street and Ridgeview Road in Olathe.

Scheduled for completion in October 2027, this facility will bring together under one roof three departments that are focused on the health and wellbeing of Johnson County residents.

Attendees at the ceremony heard remarks from Board of County Commissioners Chairman Mike Kelly, Facilities Director Tony Barron, Department of Health and Environment Director Charlie Hunt, Mental Health Deputy Director Liz Worth and Aging and Human Services Director Tim Wholf. Among the attendees were clients who have received services from the county departments that will eventually be housed within the facility.

The Health Services Building will bring together services from the Johnson County Mental Health Center, the Johnson County Department of Health and Environment and Johnson County Aging and Human Services.

Spanning 140,000 square feet, this facility will include private consultation spaces, multi-purpose rooms to support group therapy and community health events, increased daylight and connection to nature, and welcoming features that promote wellbeing, comfort and dignity. About 30% of the total square footage will be collaborative workspaces to promote teamwork and communication among the different departments.

In addition to an adaptable and flexible design that accommodates future growth and changes in service needs, the facility has been designed to be LEED-certified, a designation provided by the U.S. Green Building Council to mean “Leadership in Energy and Environmental Design.”

The Health Services Building includes enhanced energy efficient and cost-conscious sustainability features, including a water reclamation system which will save approximately 232,000 gallons of fresh water each year and rooftop solar panels that will cover 70% of the roof and produce nearly 100% of the building’s electrical demand.

This ceremonial groundbreaking will celebrate the building of the new Johnson County Health Services Building at the county-owned Sunset Drive campus at 119th Street and Ridgeview Road in Olathe.

The facility will bring together county services from three county departments: Johnson County Mental Health Center, Johnson County Department of Health and Environment, and Johnson County Aging and Human Services.

Please wear closed-toed shoes to the groundbreaking for safety purposes. General parking will be available near the Sunset Drive Office Building. Accessible parking will be north of the ceremony tent.

The Sunset Office Building was one of seven county buildings to earn ENERGY STAR certifications in 2024.

As the broader community celebrates Earth Day, Johnson County has seen investments in energy saving measures for Johnson County buildings begin to pay off.

After spending $1.7 million on new measures to reduce energy use since 2015, the county has been able to avoid more than $3 million in energy costs during that same time frame. The savings from these investments will continue to grow well into the future. These efforts also reduced the county’s greenhouse gas emissions by 6,442 metric tons since 2015.

"By investing in cost-conscious energy efficiency measures for our buildings, we’ve been able to realize environmental, public health and financial benefits,” said Mike Kelly, Chairman of the Board of County Commissioners. “We look forward to continued investment in a resilient community."

In 2024, the energy costs across all buildings managed by Johnson County Facilities Management were $562 lower than the 2015 costs despite a 19 percent increase in prices for electricity and natural gas. During the same time frame, Johnson County also increased its building square footage by more than 196,000 square feet.

Seven county buildings earned ENERGY STAR certifications in 2024. The program, administered by the U.S. Environmental Protection Agency, certifies buildings that are in the top 25% of the most efficient buildings in energy use and performance. The facilities that earned the certification include:

Justice Annex Building, 588 E. Santa Fe St., Olathe
Administration Building, 111 S. Cherry St., Olathe
North Central Multi-Service Center, 12425 W. 87th St., Lenexa
Johnson County Courthouse, 150 W. Santa Fe St., Olathe
Northeast Office Building, 6000 Lamar Ave., Mission
Public Works Office Building, 1800 W. Old Highway 56, Olathe

Energy savings have been achieved through lighting projects, mechanical and electrical equipment upgrades and retiring aging, inefficient buildings and replacing them with high-performance new construction. These have been undertaken alongside other energy-saving measures taken during the previous several years.

“These savings are the result of years of planning and intentional work from county staff,” said Tony Barron, Director of Facilities Management. “We continue to look for additional savings, including in our buildings with the highest usage rates.”

Recently, the BOCC voted to include enhanced energy-saving measures into plans for a new Health Services Building at the county, including rooftop solar panels.

In the future, Johnson County’s Facilities Management and other departments plan to evaluate county buildings for potential solar panel projects to achieve additional energy savings in the years to come.

The Johnson County Board of County Commissioners voted to include enhanced energy efficient and cost-conscious sustainability features beyond the project’s initial scope into plans for a new Health Services Building at 119th Street and Ridgeview Road in Olathe.

The new features align with the Board’s focus on a healthy and safe community through a lens of sustainability. The approved enhanced features will include:

Water reclamation: Rainwater collected on the roof of the building will be diverted from the general stormwater system and into a large storage tank. This water will then be sent to toilets and urinals in the building, easing the demand on city water for flushing. The reclamation system has the potential to reclaim 2 million gallons of water a year.
Rooftop solar panels: More than 43,000 square feet of solar panels will be installed on the roof. The solar energy collected will be converted into electrical energy for use in the building. The panels are expected to create a cost avoidance of $85,000 a year for energy not purchased from utility companies.

“By approving these enhancements now, we minimize the impact and maximize the cost-conscious energy efficiency this building will have on our organization, community and planet,” said Johnson County Board of County Commissioners Chairman Mike Kelly. “Not only will these measures pay for themselves, Johnson County has a nearly 20-year history of being a regional leader in utilizing environmentally conscious building practices, consistently positioning ourselves as a thoughtful steward of natural resources.”

The initial plans for the building included sustainability features to the site, systems and interiors. The two new features required the Board to approve a budget increase of $3.07 million to the cost of construction, bringing the new project cost to just over $116.5 million.

These enhancements received support from the Johnson County Sustainability Coalition, established to provide input to the Board on activities pertaining to environmental stewardship. The Coalition submitted a letter of support, advocating for early decisions in design and construction that would be the least costly and make the most impact in making this building more sustainable.

The Health Services Building will be the new home for the Johnson County Mental Health Center, the Johnson County Department of Health and Environment and Johnson County Aging and Human Services. Putting these health-related services under one roof provides opportunities for collaboration and shared space. In fact, designers of the project anticipate that 30% of the facility’s 140,000 square feet will be shared space.

Even without these new sustainability features, the Health Services Building was designed to be LEED-certified, a designation provided by the U.S. Green Building Council to mean “Leadership in Energy and Environmental Design.” LEED-certified buildings are widely recognized for their sustainable building practices.

Site preparation for the building, which will face 119th Street, will start this month. Construction is scheduled to be completed in October 2027.
