BOCC Agenda for Sept. 4, 2025

Permit request for an RV, boat and trailer parking/storage facility

Approved a Conditional Use Permit renewal for an RV, boat and trailer parking/storage facility, on property zoned PRB1, Planned Rural Retail Business District, at 19840 Floyd St.

Change order for concrete pavement work at a Johnson County Wastewater project

Authorized contract change order authority with Rodriguez Mechanical Contractors, Inc., for existing concrete pavement removal work in State Line Road under the State Line Force Main Project in an amount not to exceed $231,000, and authorized the Wastewater General Manager to sign change orders up to $231,000 in total, including any project change orders over $150,000, for existing concrete pavement removal work.

Consent Agenda Vote: Passed 7-0.

Appointments to the Mental Health Advisory Board

Appointed the Third District Commissioner’s nominees, Dr. Kate Lamb and Mike Seitz, and the Fifth District Commissioner’s nominee, Wade Borchers, to the Johnson County Mental Health Advisory Board. Vote: Passed 7-0.

Appointments to the Public Art Commission

Appointed the Chair’s nominees, Jeff Serven and Kemet Coleman, and the Fourth District Commissioner’s nominee, Emily Vietti, to the Johnson County Public Art Commission. Vote: Passed 7-0.

Appointment to the Solid Waste Management Committee

Appointed the Second District Commissioner’s nominee, John McConnell, to the Johnson County Solid Waste Management Committee. Vote: Passed 7-0.

Funding authorization for a Johnson County Wastewater pump station
After a public hearing, authorized funds for the construction phase of the Belinder Pump Station and PEFTF Improvements Project in an amount not to exceed $22,230,000, increasing the total project authorization to $24,306,900.
Vote: Passed 7-0.

Contract authorization for a Johnson County Wastewater pump station
Authorized a contract with MegaKC Corporation to construct the Belinder Pump Station and PEFTF Improvements Project in the amount of $17,384,000.
Vote: Passed 7-0.

Johnson County Airport Commission begins Fly Quiet Program

The Johnson County Airport Commission launched the Fly Quiet Program on July 1, 2025, in response to increased community concerns about aircraft noise around Johnson County Executive Airport and New Century AirCenter. The continuous program provides educational materials for pilots and residents. Pilots are encouraged to use preferred approach and departure paths that reduce noise while maintaining safety. The airports, originally built during World War II, remain vital to the regional economy and transportation network. JCAC also works with local municipalities to ensure compatible land use within one mile of each airport. Community members can submit noise complaints through the FAA’s Airport Noise Inquiry Complaint and Inquiry Response portal. Overall, the program represents JCAC’s commitment to balancing safety, operational needs and community concerns.

State summit reflects Johnson County's commitment to mental health

The 2025 Kansas Mental Health Summit took place Aug. 26-27 at Fort Hays State University. This annual event is a collaborative effort involving all three branches of government and behavioral health professionals. It supports a national initiative to improve how courts and communities respond to individuals with mental health needs who become involved in the justice system. The 10th Judicial District (Johnson County) was well represented, and included representatives from the County Manager’s Office, District Attorney’s Office, Mental Health, Corrections, District Court, Court Services, municipal courts and local law enforcement. The Honorable Judge Robert Wonnell, who also serves as chair of the summit’s planning committee, emceed the event. Tim DeWeese, director of Johnson County Mental Health Center, led a panel discussion on building an effective community of care to respond to behavioral health crises. The conference concluded with a local planning session aimed at strengthening the Multibranch Community of Practice, a committee under the Criminal Justice Advisory Council. This collaborative group provides a framework for sharing experiences, developing strategies, solving problems and identifying system-wide needs.

Friends of JCDS to receive Overland Park Mayor’s 2025 Holiday Fund

Each year, Overland Park Mayor Curt Skoog chooses a local not-for-profit organization to receive the Mayor’s Holiday Fund, presented during the Mayor’s Holiday Festival. This year, Mayor Skoog has selected Friends of JCDS as the 2025 recipient. The Mayor's Holiday Festival will take place from 5 to 8 p.m. Nov. 21, 2025, at the Thompson Park, 8045 Santa Fe Drive, Overland Park. Friends of JCDS owns and manages 11 affordable and accessible properties in Overland Park and will be soon breaking ground on an inclusive affordable apartment building in downtown Overland Park.

Law enforcement vehicles for 2026 FIFA World Cup services

Consider authorizing the reallocation and expenditure of County General Fund reserves in the amount of $337,000 to the Sheriff’s Office for the purchase of law enforcement vehicles and equipment necessary to provide law enforcement services for the 2026 FIFA World Cup.

Amending county’s purchasing policy

Resolution No. 115-25, Consider adopting Resolution No. 115-25, amending Purchasing Policy Nos. 110.125 and 110.165 effective Jan. 1, 2026.
