BOCC Meeting Agenda: Oct. 23, 2025

Final plat for wastewater facility

Approved the final plat for the Nelson Wastewater Treatment Facility property.

Contracts for wastewater equipment repairs

Authorized term and supply contracts with multiple vendors for Wastewater Equipment Repair Services in the amount not to exceed $3,350,000 for a period of one year with the option to renew for four additional 1-year periods.

Contract for Group Stop Loss coverage

Authorized a contract with Symetra to furnish Group Stop Loss coverage for the 2026 calendar and plan year with an estimated annual premium cost not to exceed $3,375,062 for a 1-year period with an increased specific stop loss deductible of $500,000, with the option to renew for one additional 1-year period.

Consent Agenda Vote: Passed 7-0.

Reorganization of transit council

Adopted Resolution No. 049-25 to reorganize the Johnson County Transit Council. Vote: Passed 7-0.

Appointment to Community Corrections Advisory Board

Appointed the Chair’s nominee, Dr. Charles C. Lenoir Jr., to the Community Corrections Advisory Board. Vote: Passed 7-0.

Appointment to Criminal Justice Advisory Council

Appointed Johnson County Chiefs’ and Sheriffs’ Association designee, Mike Butaud, to the Criminal Justice Advisory Council. Vote: Passed 7-0.

Bonds for wastewater and airport improvements

Adopted Resolution No. 131-25 to authorize and direct the issuance, sale and delivery of General Obligation Internal Improvement Bonds, Series 2025A of Johnson County, for the purpose of providing funds to finance certain wastewater improvements and certain airport improvements in an aggregate principal amount to be determined but now estimated to be $60,200,000; providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on said bonds as they become due; making certain covenants and agreements to provide for the payment and security thereof; and authorizing certain other documents and actions connected therewith. Vote: Passed 7-0.

Bonds for facility improvements

Adopted Resolution No. 132-25 authorizing the acquisition, design, construction, equipping and furnishing of certain improvements for the Northeast Office Building, the Administration Building and New Century Adult Detention Center; approving the issuance by the Public Building Commission of Johnson County of its Lease Purchase Revenue Bonds (Master Lease), Series 2025A in the aggregate principal amount to be determined but now estimated to be $5,935,000 for the purpose of paying all or a portion of the costs of such improvements; authorizing the execution and delivery of a base lease and a lease with the Public Building Commission; and authorizing the execution and delivery of certain other documents and the taking of certain other actions in connection therewith. Vote: Passed 7-0.

Adoption of 2026 Action Plan

After a public hearing to receive comments on the proposed 2026 Action Plan, adopted the plan as recommended by the Housing and Community Development Advisory Committee on Aug. 13, 2025; adopted Resolution No. 116-25 which authorizes the County Manager or their designee to perform certain tasks related to the action plan, including authorizing submission of the plan to the U.S. Department of Housing and Urban Development and to take actions necessary to implement the plan; and authorized the County Manager, their designee, and/or the director of Planning, Housing and Community Development to execute agreements with subrecipients. Vote: Passed 7-0.

Deferments for wastewater charges

Authorized the Wastewater General Manager to approve deferments and waive deferment termination for capital finance charges with the Consolidated Main Sewer District per the requirements of Charter Resolution No. 29-92 (2013 Version). Vote: Passed 7-0.

Contract case and fund management

Authorized a contract with Hoover Blanket, Inc. DBA Main Street Computing, for Aging and Human Services Case and Fund Management System at a cost not-to-exceed $431,000 for a period of three years with the option to renew for an additional four 1-year terms; and authorize reallocation and expenditure of General Fund Reserves in the amount of $111,000. Vote: Passed 7-0.

FIFA World Cup 26™ planning continues with JoCo participation

Johnson County is gearing up to take the global stage with the Kansas City community as a Host City for the FIFA World Cup 26™. The Final Draw will take place Dec. 5, 2025, in Washington, D.C., determining which teams will play in Kansas City’s four group stage matches, Round of 32 game and quarterfinal in June and July 2026. KC2026 has launched the KC Game Plan to help small businesses prepare for opportunities tied to the tournament. Johnson County continues preparing across transportation, public safety, emergency preparedness, workforce readiness and community engagement. Local initiatives include the Theatre in the Park soccer celebrations, KC Unity Cup, Everyday Democracy museum exhibit and the Library’s 2026 summer reading theme. The JoCo Magazine Fall 2025 issue spotlights how county departments are planning for the tournament.

CERI releases Economic Indicators for October 2025

The October 2025 edition of the Economic Indicators for Johnson County has been provided by the County Economic Research Institute. The unemployment rate for August 2025 was 4%; the number of single-family homes sold in August 2025 was 886; the number of year-to-date single-family homes sold in 2025 was 6,194; the total number of single-family building permits issued in August 2025 was 134; and the number of year-to-date single-family building permits issued in 2025 was 1,229 – all were increases from the same periods a year ago. Additionally, the CERI reports total retail sales for Johnson County were $12 billion year-to-date, as of July 2025, compared to $11.6 billion through the same period last year.

BOCC moves hearing room to temporary site on Oct. 27

The Board of County Commissioners hearing room is scheduled for an audio-visual system renovation. The current system, installed in 2016, has reached its expected life, requiring replacement to ensure reliable operations and support the County’s future needs. The project requires the hearing room to be unavailable for approximately three weeks. The renovation is scheduled from Monday, Oct. 27, through Friday, Nov. 14. The BOCC will not meet on Thursday, Oct. 30. Board meetings on Nov. 6 and Nov. 13 will be temporarily relocated to Room 200 on the lower level of the Johnson County Administration Building. The meetings in Room 200 will only be livestreamed on YouTube. Once the recording is finalized, it will also be available for viewing in OnBase.

Spooktacular Safety Event & Drug Take Back Day set Oct. 25

The Spooktacular Safety Event and Drug Take Back Day is a collaborative, family-friendly event presented by the Johnson County Prevention and Recovery Coalition and Olathe Communities That Care. The event takes place on Oct. 25, starting at 9 a.m. at Johnson County Square. Attendees are encouraged to wear costumes for this Halloween-themed morning. In addition, as part of National Drug Take Back Day, the Drug Enforcement Administration offers free, safe disposal of unwanted, unused or expired prescription medication.

Bonds for certain improvements

Adopted Resolution No. PBC 003-25 authorizing the issuance of the Public Building Commission of Johnson County Lease Purchase Revenue Bonds (Master Lease), Series 2025A, in the aggregate principal amount to be determined but now estimated to be $5,935,000 for the purpose of paying all or a portion of the costs to acquire, design, construct, equip and furnish certain improvements; and authorizing and approving the execution of certain documents and the taking of certain actions with the issuance of said bonds. Vote: Passed 7-0.

Bonds for facility improvements

Adopted Resolution No. PBC 004-25 to authorize the issuance of revenue bonds in an amount not to exceed $5,110,000 plus the cost of issuance and related financing costs, for the purpose of improvements to the Sunset Drive Office Building, Sheriff's Office Operations Center and New Century Adult Detention Center; to authorize the execution of a cooperation agreement between Johnson County and the Public Building Commission; and providing for the giving of notice of said intention. Vote: Passed 7-0.
