BOCC Agenda for May 22, 2025

Agreement for storm sewer inspection project

Authorized an agreement with the City of Mission Hills for a storm sewer inspection project at a cost to the Johnson County Stormwater Management Program of $2,927.50.

Contract for paving improvements at transit center

Authorized a contract with Freeman Concrete Construction, LLC, for the Transit Paving Improvements Phase VIII Project at the Murray L. Nolte Transit Center, 1701 W. 56 Highway, Olathe, in the amount not to exceed $245,637.20.

Approval of two appointments

Approved the appointment of Paul Lewis to the Johnson County Commission on Aging Advisory and Rachele M. Zade to the Northwest Consolidated Fire District.

Delegation learns about Person-Centered Supervision in Georgia visit

A Johnson County delegation visited Savannah, Georgia, on May 13 to learn about the Georgia Department of Community Supervision's innovative Person-Centered Supervision model, which aims to improve outcomes for justice-involved individuals through individualized, evidence-informed practices focusing on time, relationships, dialogue and intersections. In turn, the Johnson County delegation, which included representatives from the District Court, District Attorney Office, the Corrections Advisory Board, Sheriff’s Office and Department of Corrections, shared its own accomplishments, including My Resource Connection, problem-solving courts and integrated human services and criminal justice data initiatives that have enhanced efficiency and service delivery.

Board of Zoning Appeals approves variance

On May 14, 2025, the Board of Zoning Appeals approved a request for a variance to allow for a 15-foot front yard setback when 25 feet is required and 0-foot rear yard setback when 5 feet is required on property located at 15689 Lake Road 5 St. and zoned PRU-1B (Planned Residential Urban Single-Family 1B) District, to allow for the reconstruction of a single-family residence. A memo summarizing the BZA decision is attached. The planning staff recommends that the Board take no action, thereby allowing the BZA decision to become final on June 5, 2025.

Inaugural Adult Drug Treatment Court celebrates first grads

The 10th Judicial District Court celebrated the first graduates of its Adult Drug Treatment Court program on Thursday, May 15. The inaugural graduation ceremony, presided over by Judge Kelly Ryan, honored George Radee and Brandon Stevens, the first two individuals to complete the program since its inception in November 2023. Judges Christina Dunn-Gyllenborg, Chief Judge Charles Droege and Kansas Court of Appeals Chief Judge Sarah Warner also participated. Guest speakers included Johnson County Sheriff Byron Roberson, Deputy District Attorney Chris McMullin, Director of Community Corrections Robert Sullivan, Director of Johnson County Mental Health Center Tim DeWeese and Lara Dvorak from Heartland Radac, who offered an inspiring address.

Transportation Connection Plan schedules open house

The study team for the Transportation Connection Plan will be hosting an open house from 5:30 to 8 p.m. Wednesday, June 11, at the De Soto City Hall Gymnasium, 32905 W. 84th St. The recommendations from the study for the reconnection of Astra Enterprise Park as well as other supplemental recommendations will be presented. Staff will be available to discuss these recommendations with the public. More information on the recommendations will be shared at the BOCC meeting on May 29.

Board reviews 6 draft redistricting maps

The BOCC was presented six draft redistricting maps (2 proposals from COW two weeks ago, 4 new proposals) in the six county commission districts for review, discussion and selection of which maps for use in community engagement for public review and feedback.

Motion was made to use draft maps 1 and 1B. An amendment was made to only use map 1B. Both the original motion and amendment were withdrawn.

Motion was made to use draft maps 1B and 3B. An amendment was made to add draft map 2 to the motion.

A substitute motion was made to only use map 1B. Vote: Failed 3-4.

The three draft maps will be added to the website jocogov.org/Redistricting2025 for community engagement. The website also provides information about the redistricting process, six open houses from June 2-4 and a virtual public engagement session on June 11 to solicit public feedback on maps and redistricting process. Public engagement will close June 16.

Board receives budget presentations from outside agencies, Support Services

As part of the ongoing FY 2026 budget process, the Board received presentations from outside agencies, including the Arts Council, County Economic Research Institute, Enterprise Center, Johnson County Fair, United Community Services of Johnson County and Support Services (Budget, Dept. of Technology & Innovations, Financial Management & Administration, Human Resources, County Manager's Office, Communications and Engagement, and Legal).

Agreement for disposal of wastewater residuals

Consider approving an agreement with the Little Blue Valley Sewer District to allow for emergency disposal of wastewater residuals from the Blue River Main Wastewater Treatment Facility during construction of the Nelson Wastewater Treatment Facility Improvements Project.
