BOCC Agenda for March 27, 2025

Appointed members to the Johnson County Commission on Aging Advisory Board.

Approved a Conditional Use Permit Renewal for the continued use of two existing Outdoor Advertising Signs.

Approved a final plat, a replat to remove limits of no access on one residential lot.

Approved a request from Rick Marshall, applicant, and Seth and Katie Salmans, landowners, for a Preliminary and Final Plat for two residential lots (Salmans Farm Plat), on 25 acres, on property zoned RUR, Rural District, located at 39350 W. 183rd Street.

Consent Agenda Vote: Passed 7-0.

Grant accepted for substance abuse programming

Accepted the Kansas Fights Addiction Grant from the State of Kansas in the amount of $300,000 for implementation of the Family Court Substance Abuse Programming for FY 2025 and authorized the reallocation and expenditure of General Fund balance (reserves) for FY 2025 in the amount of $300,000. Vote: Passed 7-0.

Director of Appraiser Operations appointed

Approved the appointment of Carolyn Logan to the position of director of Appraiser Operations.

Vote: Passed 6-0-1.(Commissioner Ashcraft abstained due to not attending an executive session when this recruitment was discussed.)

Industrial development park in Gardner

Approved City of Gardner Applications for a rezoning, preliminary development plan, preliminary plat, final development plan and final plat for Gardner Intermodal Park, an industrial development comprised of eight lots on 186.21 acres, and within 1 mile of New Century AirCenter. Vote: Passed 7-0.

Permit amendments for existing private kennel

Approved a request from Melissa Morris, applicant and landowner, for amendments to existing conditional use permits to allow the keeping of two serval cats, which are exotic animals, and a private kennel, on 10 acres, on property zoned RUR, Rural District, located at 12240 Moonlight Road, in Section 24, Township 13, Range 22. Vote: Passed 7-0.

Broadband and digital access plan

Accepted the Johnson County Broadband and Digital Access Plan and to review and implement, as appropriate, the action steps and strategies enumerated therein. Vote: Passed 7-0.

Fleet vehicles and equipment

Authorized the purchase of various fleet vehicles and equipment from competitively solicited contracts in an amount not to exceed $6,044,700. Vote: Passed 7-0.

Agreement with Kansas City International Airport

Approved a Memorandum of Understanding with the city of Kansas City, Missouri through its Aviation Department allowing Johnson County Transit’s use of designated curb space outside the terminals of the Kansas City International Airport for the purpose of picking up and dropping off patrons. Vote: Passed 7-0.

Vaccine purchases

Authorized an exception to competition and authorized Johnson County Department of Health and Environment to purchase certain vaccines manufactured by Sanofi Pasteur, Inc., Pfizer, and Merck & Co. under JCDHE’s membership with Atlantic Health Partners with total annual purchases in an amount not to exceed $275,000 per vendor for the contract period ending Dec. 31, 2025, and any renewal years. Vote: Passed 7-0.

Focus areas for 2025- 2026

(Added item to agenda per the 3/13/25 Committee of the Whole). Approved the Board of County Commissioners’ Focus Areas for 2025 – 2026, to include a progress report every six months to the Board.

A motion was made to amend the impact statements for Health and Safety, Fiscal Health and Strategic Communication. Vote: Passed 7-0.

Addressing Older Adult Needs: JCAAA Focus Group Invitation

The Johnson County Area Agency on Aging is conducting a mandatory four-year needs assessment of older adults, as required by the Older Americans Act. The Johnson County 65+ population has increased by 52% since 2010. To facilitate the needs assessment, they are hosting a crucial focus group from 10-11:30 a.m. Wednesday, April 30, at the Meadowbrook Clubhouse in Prairie Village. Community leaders, healthcare providers and other key stakeholders are urged to participate.

County Economic Research Institute Indicators – March 2025 Edition

CERI has provided the March 2025 edition of the Economic Indicators for Johnson County. The unemployment rate for January 2025 was 3.5%, compared to 2.4% in January 2024, a 1.1% increase. The average unemployment rate for January for the previous 5 years was 2.8%. The number of single-family homes sold in January 2025 was 482, compared to 385 in January 2024, a 25% increase. The number of single-family building permits issued in January 2025 was 129 compared to 94 in January 2024, a 37.3% increase. Additionally, the CERI reports total retail sales for Johnson County were $20.4 billion year-to-date through December 2024, compared to $20.1 billion through the same period year-to-date December 2023, a 1.5% increase.

Executive Session on March 27, 2025

After meeting in executive session, the Board authorized the chief counsel to file a complaint with the World Intellectual Property Organization Arbitration and Mediation Center against NameCheap, Inc. and other unidentified individuals under the Uniform Domain Name Dispute Resolution Policy regarding the registered domain name(s). Vote: Passed 7-0.

Committee of the Whole Agenda for March 27, 2025

During COW meeting, the BOCC discussed an Opioid Settlement Update.

Board directed staff to use of approximately $380,000 from the Opioid Settlement Fund balance to support 2026 Revenue Agent Reports (RAR) budget requests from Mental Health – Coalition, United Community Services grants, 1 FTE Corrections substance abuse counselor and 0.5 FTE District Attorney juvenile diversion officer and to form a strategic working group, including three Board members, to develop a plan with asset management, outcome framework and metrics in future RAR budget requests. Vote: Passed 7-0.

Permit for golf driving range

Resolution No. 012-25. Consider Application No. E 24-443-CUP (AU) (Remanded on Feb. 6, 2025, BOCC meeting) for a conditional use permit for a golf driving range and 4,300-square-foot hitting shed on approximately 43 acres of a 74.57 acre property as part of Wolf Creek Golf Course.

2024 Annual Noxious Weed Eradication Progress Report

Consider approving the Johnson County Annual Noxious Weed Eradication Progress Report for 2024.

2025 Annual Noxious Weed Management Plan

Consider approving the Johnson County Annual Noxious Weed Management Plan for 2025.

Interlocal agreement for aging services

Consider authorizing an interlocal agreement between the Aging and Human Services Department’s Johnson County Area Agency on Aging and the Johnson County Park and Recreation District to provide evidence-based programs for Johnson County residents 60 years and older and to delegate signatory authority of the interlocal agreement and any amendments to the director of the Johnson County Department of Aging and Human Services.

Letter of Intent regarding housing crisis

Consider accepting a Letter of Intent from The Greater Kansas City Home Ownership Initiative, which outlines a nonexclusive collaboration to address the housing crisis in Johnson County.

Contract for waste disposal services

RFP No. 2024-072. Consider authorizing a contract with Arcwood Environmental, LLC (formerly known as and submitted under Heritage Environmental Services, LLC) for Household Hazardous Waste Disposal Services at a cost not to exceed $295,000 for a period of 1 year with the option to renew for four additional 1-year periods. The initial contract term is effective June 1, 2025.

Agreement for records management

Consider approval of a license and service agreement with Tyler Technologies, Inc. utilizing a cooperative contract through Sourcewell Contract 060624-TTI for the purchase of the Enterprise Records Management System, for a period of 5 years at a cost not to exceed $918,021 payable in annual escalating installments and authorize the expenditure of $918,021 from the Register of Deeds Technology Fund.
