BOCC Agenda for July 24, 2025
Arts Council designation
Designated the Arts Council of Johnson County as the Local Arts Agency for Johnson County, Kansas.
Final site plan for lot at New Century Business Park
Approved the City of Olathe’s application for a final site development plan for the New Century Business Park Lot 3 development, on 3.11 acres, located at 25091 W. 151st St., Olathe, and within one mile of the New Century AirCenter.
Designation of county newspapers
Designated The Legal Record and Post Publishing Inc., DBA The Johnson County Post as the official County newspapers.
New appointment process of the Airport Commission
Adopted Resolution No. 078-25 to reorganize and reestablish the qualifications and appointment process and duties of members of the Johnson County Airport Commission Governing Board.
Increased contract authority for wastewater services
Authorized an increase, in the aggregate amount of $750,000, to the term and supply contract authority with JCI Industries, Inc., C&B Equipment Midwest, Inc. dba Douglas Pump Service, Letts Van Kirk and Associates, FTC Equipment, LLC, Fluid Equipment, Independent Electric Machinery and Electrical Corporation of America, Inc., for wastewater equipment repair services for Johnson County Wastewater for the current contract year. The increased contract authority will not exceed $2.5 million aggregate for the current contract term ending Nov. 4, 2025.
Review of deferment extension requests
Authorized the Wastewater General Manager to review and extend the current 2025 deferment extension requests for one additional 5-year deferment period, if eligible, per the requirements of Charter Resolution No. 29-92. Consent agenda vote: Passed 7-0.
Increased expenditure authority for door services
Increased the expenditure authority for the term and supply contract with DH Pace Company for on-call door repair and maintenance services in the amount of $175,000 for a revised total contract value not to exceed $300,000 for the current contract term and the remaining three 12-month renewal options available. Vote: Passed 7-0.
Appointment to advisory council
Approved the Chair’s nominee, Corey Schramm, to the Criminal Justice Advisory Council. Vote: Passed 7-0.
Enlargement to sewer district
After a public hearing, approved an enlargement to the Consolidated Main Sewer District for a tract of land at 18845 Lackman Road. Vote: Passed 7-0.
Equipment for World Cup Watch Party at TIP
Authorized the reallocation and expenditure of County General Fund reserves in the amount of $291,968 to the Johnson County Park and Recreation District for the purchase of outdoor video display, sound equipment and associated technical infrastructure to support a World Cup Watch Party site at Theatre in the Park as part of a broader public engagement strategy for the 2026 FIFA World Cup. Vote: Passed 6-1.

CERI provides July 2025 Economic Indicators
The July 2025 edition of the Economic Indicators for Johnson County has been provided by the County Economic Research Institute. The report reflects a 0.3% increase in the unemployment rate for May 2025 to 3.5%; a 9.1% increase in the number of single-family homes sold in May 2025; and an 8.8% increase in the year-to-date number of single-family homes sold in 2025. There was a 16% decrease in the total number of single-family building permits issued in May 2025 but an 11.1% increase in the year-to-date number of single-family building permits issued in 2025. Additionally, the CERI reports total retail sales for Johnson County were $6.54 billion year-to-date, as of April 2025, a 4.1% increase from a year ago.
Overland Park approves TIF after public hearing
The City of Overland Park conducted a public hearing on July 7 and approved the establishment of a redevelopment district near the intersection of Lamar Avenue and 115th Street. The project includes developing areas in and around the Black and Veatch site. The initial program, as identified in the application, includes Black and Veatch’s headquarters of more than 612,000 square feet, and total proposed office space of approximately 994,000 square feet; 1,884 residential units in a mix of multi-family, townhomes and condominiums; 550,000 square feet of retail space; a 160-room hotel; and more than 5,900 structured parking spaces.
Executive session on July 24, 2025
After meeting in executive session regarding the Kansas Attorney General’s opinion questioning the legality of Johnson County's proposed ballot question to renew a public safety sales tax, the Board directed Chief Counsel to prepare a resolution modifying the ballot language in Resolution No. 052-25 regarding the countywide retailers’ sales tax and extending the election from Nov. 4, 2025, to a Special March 2026 election and authorized the Chief Counsel to file a declaratory action on behalf of the County to clarify State statute K.S.A. 12-187(b)(5) and (21). Vote: Passed 6-1.

Redistricting of BOCC districts
The Board heard a presentation of the redistricting process, community and communication efforts, and reviewed/discussed three draft maps and population impacts in BOCC districts.
Motion was made to direct staff to prepare a resolution for formal adoption of draft map No. 1 on July 31. Vote: Passed, 7-0.
Property Tax Relief Tax Program
The Board received a presentation on community and communication efforts in the 2025 Property Tax Pilot Relief Program for relief payments of the county’s portion of property taxes. The program is available to qualifying seniors 65 and older and veterans with disabilities. Managed by Treasury, Taxation and Vehicles, the 2025 program assisted 359 eligible applicants and provided $184,731.58 in assistance.
Motion was made to direct staff to bring an item for future agenda review the continuation of the program in 2026 with the same requirements and prepare options at increasing income eligibility, increasing housing appraised value, increasing both income and housing value, and removing the age cap as possible changes in requirements/eligibility in the 2026 Property Tax Relief Program. Vote: Passed, 6-0. Chairman Kelly was absent.

Kansas Ave., Olathe, in the amount not to exceed $218,485.49, utilizing the On-Call Construction Services Term & Supply Contract, per RFP No. 2021053.
