Agreement for maintenance of lab equipment
Authorized an exception to the County’s purchasing procedures for purchase of a three-year service agreement with Agilent Technologies Inc. in the amount of $201,136.50 for laboratory instrument maintenance and repair through August 2028 to be invoiced annually in three equal installments of $67,045.50. Vote: Passed 6-0.
Setting hearing on proposed budget for Consolidated Fire District No. 1
(Sitting as the Johnson County Consolidated Fire District No. 1 Governing Board). Authorized the publication of a proposed budget for Johnson County Consolidated Fire District No. 1 in the amount of $22,365,305 for fiscal year 2026, notifying the County Clerk of the proposed intent to exceed the revenue neutral rate and setting a public hearing on the proposed budget at 1 p.m. Thursday, Aug. 21, in the Board Chambers. Vote: Passed 6-0.

Authorized the publication of a proposed budget for Johnson County Fire District No. 2 in the amount of $3,372,425 for fiscal year 2026, notifying the County Clerk of the proposed intent to exceed the revenue neutral rate and setting a public hearing at 1 p.m. Thursday, Aug. 21, in the Board Chambers. Vote: Passed 6-0.

Department of Emergency Services staff recognized for “Great Saves”
On June 24, two separate MED-ACT crews and Emergency Communications Center staff were recognized by Overland Park Regional Medical Center with a “Great Save Award” for outstanding trauma care that was provided to patients who were seriously injured in accidents last year. Crews were able to reunite with the patients and hear their stories of recovery. Staff from both public safety teams as well as one of the patients whose life was saved were in attendance today for recognition by the board and participation in a public safety video.
The Kansas City Corporate Challenge: Its history and JoCo’s 2025 performance
The Kansas City Corporate Challenge, a distinguished Olympic-style event fostering inter-company collaboration and physical activity, was established in 1980 by the Johnson County Park and Recreation District in direct response to the United States' decision to boycott the Moscow Summer Olympics, a protest against the Soviet invasion of Afghanistan. This pivotal moment led to the nation's first-ever Corporate Games with 18 participating companies and 1,500 participants. The 2025 KCCC concluded at the end of June. Johnson County, participating for the third time since 2012, achieved a commendable 10th-place finish among Division A companies. Team JoCo had approximately 230 staff members, representing 22 different county departments and engaging in 32 distinct events. Across the Kansas City metro, the Challenge united participants from more than 146 companies.
Johnson County Government has strong presence at NACo annual conference
Johnson County Government was well represented at the National Association of Counties conference in Philadelphia from July 11- 14. In addition to our strong representation attending this annual conference, we contributed in various ways. Chair Kelly facilitated an Intergovernmental Affairs Forum on FIFA World Cup. Department of Technology and Innovation Director Bill Nixon participated on a panel called “AI in Motion.” In addition, Johnson County accepted the county’s four NACo 2025 Achievement Awards.

The board received presentations on the Popular Annual Financial Report, Annual Comprehensive Financial Report and Audit Communications Letter.
Sitting as the governing board of Fire District No. 2, a financial statement audit report and an audit communications letter were presented to the board.

Contract amendment for new Health Services Building
Authorized the Construction Manager as Constructor Guaranteed Maximum Price contract amendment with McCownGordon Construction Company for the new Health Services Building project in an amount of $22,945,844 for a revised total contract amount not to exceed $90,479,507. Vote: Passed 5-1.

Arts Council designation
Consider adopting Resolution No. 077-25 designating the Arts Council of Johnson County as the Local Arts Agency for Johnson County, Kansas.
Final site plan for lot at New Century Business Park
Resolution No. 079-25. Consider City of Olathe’s application for a final site development plan for the New Century Business Park Lot 3 development, on 3.11 acres, located at 25091 W. 151st St., Olathe, and within one mile of the New Century AirCenter.
Increased expenditure authority for door services
Consider increasing expenditure authority for the term and supply contract with DH Pace Company for on-call door repair and maintenance services in the amount of $175,000 for a revised total contract value not to exceed $300,000 for the current contract term and the remaining three 12-month renewal options available.
Designation of county newspapers
Consider approving Resolution No. 090-25 to designate The Legal Record and Post Publishing Inc., DBA The Johnson County Post as the official County newspapers.
Increased contract authority for wastewater services
Resolution No. WD 25-024. Consider authorizing an increase, in the aggregate amount of $750,000, to the term and supply contract authority with JCI Industries, Inc., C&B Equipment Midwest, Inc. dba Douglas Pump Service, Letts Van Kirk and Associates, FTC Equipment, LLC, Fluid Equipment, Independent Electric Machinery, and Electrical Corporation of America, Inc., for wastewater equipment repair services for Johnson County Wastewater for the current contract year. The increased contract authority will not exceed $2.5 million aggregate for the current contract term ending Nov. 4, 2025.
Review of deferment extension requests
Consider authorizing the Wastewater General Manager to review and extend the current 2025 deferment extension requests for one additional 5-year deferment period, if eligible, per the requirements of Charter Resolution No. 29-92.
Enlargement to sewer district
Resolution No. WD 25-021. Conduct a public hearing and consider approving an enlargement to the Consolidated Main Sewer District for a tract of land at 18845 Lackman Rd.
New appointment process of the Airport Commission
Consider adopting Resolution No. 078-25 to reorganize and reestablish the qualifications and appointment process and duties of members of the Johnson County Airport Commission Governing Board.
Equipment for World Cup Watch Part at TIP
Consider authorizing the reallocation and expenditure of County General Fund reserves in the amount of $291,968 to JCPRD for the purchase of outdoor video display, sound equipment and associated technical infrastructure to support a World Cup Watch Party site at Theatre in the Park as part of a broader public engagement strategy for the 2026 FIFA World Cup.
