Feed the Need campaign

The Board received results of the county’s Feed the Need campaign and recognized winners of annual awards, including Corrections, both the Chairman’s and Commissioner’s Plaques, and Wastewater, Rick Beckwith Cup. The campaign collected more than 142 tons of food donations and cash to benefit local food pantries.

Loan agreement for Nelson project

Authorized the execution of a third loan agreement in the amount of $76,740,000 with the State of Kansas, acting by and through the Kansas Department of Health and Environment for the purpose of obtaining a loan from the Kansas Water Pollution Control Revolving Fund as part of the approach to finance the Nelson Wastewater Treatment Facility Improvements project, establishing a dedicated source of revenue for repayment of such loan, authorizing and approving certain documents in connection therewith, and authorizing certain other actions in connection with the loan agreement.

Consent Agenda Vote: Passed 7-0.

Appointment to Museum Advisory Council

Appointed the Fifth District nominee, Tonia Blue, to the Museum Advisory Council. Vote: Passed 7-0.

Changes of Aubry Township trustee

Accepted the resignation of Darrel Dougan as Trustee of Aubry Township, declaring a vacancy, and appointed Stephen “Brad” Miller as the Third District nominee for Trustee of Aubry Township. Vote: Passed 7-0.

Appointment to Contractor Licensing Review Board

Appointed the Sixth District nominee, Jason Wright, to the Contractor Licensing Review Board. Vote: Passed 7-0.

Appointments to Community Corrections Advisory Board

Appointed the First District nominee, Benjamin Scott Tschudy, and the Fourth District nominee, George Radee, to the Community Corrections Advisory Board. Vote: Passed 7-0.

Changes to clerk of McCamish Township

Accepted the resignation of John Lefmann as Clerk of McCamish Township, declaring a vacancy, and appointed Ryan Hoobler as the Sixth District Commissioner nominee for Clerk of McCamish Township. Vote: Passed 7-0.

Appointments to JCPRD Board

Appointed the Fourth District nominee, Robert Carlson; and the Fifth District nominee, Leslee Rivarola, to the Johnson County Board of Park and Recreation Commissioners. Vote: Passed 6-0-1.

Contract for group medical plan administration

Authorized a contract with Blue Cross Blue Shield of Kansas City (Blue KC) to furnish Group Health Administration services with an estimated annual administration cost not to exceed $2 million for the Medical Plan Administration for a 1-year period effective Jan. 1, 2026, with the option to renew for four additional 1-year periods, and authorizing the changes to the medical and drug plan designs and employee contribution rate structure for the 2026 plan year as recommended by the Health Care Fund Management Team. Vote: Passed 7-0.

Contract for group pharmacy plan

Authorized a contract with MedOne Pharmacy Benefit Solutions to administer the County’s self-funded group pharmacy plan, at cost not to exceed $300,000 annually; and Tria Health LLC, for medication therapy management services for County employees, at a cost not exceed $600,000 annually, subject to approval of the Fiscal Year 2026 budget, for a 1-year period effective Jan. 1, 2026, with the option to renew for four additional 1-year periods. Vote: Passed 7-0.

NACO Achievement Award – Youth Crisis Stabilization Center

Johnson County was recently the recipient of four NACO Achievement Awards. Over the next few weeks, we will be highlighting programs that were recognized with an award. This week, we will highlight the Youth Crisis Stabilization Center. Johnson County Mental Health Center's Youth Crisis Stabilization Center is an 11-bed crisis stabilization program for young people in Johnson County experiencing a behavioral health crisis. The program is housed at the Youth and Family Services Center in Olathe. 

Major Projects Update

This report is for major projects over $1 million and master plans. The report has previously been provided bi-monthly and supplements the Public Building Commission bi-annual reports in February and August. We are going to move to quarterly updates that still align with the Public Building Commission reports. The information contained in this report is through July 31, 2025.

Contract for improvements to detention center

Invitation for Bid No. 2025-024. Consider authorizing a contract with Icon Structures, Inc., for the New Century Adult Detention Center Interior Improvements Project located at 27745 W. 159th St., New Century, in the amount not to exceed $1,898,000.

Staffing for disability services

Consider approving two FTE positions for the Johnson County Community Developmental Disabilities Organization utilizing increased funding from the contract with Kansas Department on Aging and Disability Services and authorize the reallocation and expenditure of fund balance (reserves) for FY 2025 in an amount not to exceed $325,000. The funding increase is expected to be maintained in future fiscal years.

Contract for audiovisual equipment

Resolution No. 091-25. Consider authorizing a contract with Midwest Presentations Inc (dba CCS Presentation Systems, KC), for the purchase of audiovisual equipment and services for the Johnson County Commission Board and Control Room in the amount of $434,708.58 per State of Kansas contract 57375.

Permit for accessory dwelling unit

Consider Application No. W 25-498-ADUP for an accessory dwelling unit permit for an existing 948-square-foot home at 36265 W. 151st St.

Contract amendment in management of records

Consider approving a contract amendment to separate the Electronic Health Record system provided by Welligent for the Johnson County Community Developmental Disabilities Organization from JCDS direct service provision and authorize the reallocation and expenditure of Developmental Supports Fund balance (reserves) for FY 2025 in an amount not to exceed $250,000 and to delegate authority to the JCDS Governing Board to manage this contract within approved budget and policy parameters.

Replacing immunization program

Resolution No. 089-25. Consider approving the Johnson County Direct Patient Care and Client Contact Employee Immunization Program to replace the existing program.

Funding for additional rental housing units

Consider approving the conditional award of HOME-ARP Rental Housing, operating and capacity building funding of $2,686,777.26 to Metro Lutheran Ministry, authorize the reallocation and expenditure of General Fund balances (reserves) for FY 2025 in an amount not to exceed $2,686,778 and delegate authority to execute agreements with MLM to the director or Planning, Housing and Community Development.
