BOCC Agenda for Aug. 28, 2025

Agreement to house equipment in data center

Approved an information technology services agreement with Johnson County Park and Recreation District to house equipment in the data center at the County Communications Center at a fee of $2,365.35 for the first year with a 3% increase per year for a period of five years. Vote: Passed 7-0.

Policy on rendering mutual aid in disasters

Approved and adopted a resolution establishing a policy for the rendering of mutual aid in times of disaster to other municipalities and public safety agencies within or without the state of Kansas, to enhance Johnson County Government's ability to provide emergency assistance with or without a disaster declaration, both within Kansas and across state lines and to replace Johnson County Resolution 115-95. Vote: Passed 7-0.

Resource Sharing Agreement during emergencies

Approved the Kansas City Regional Resource Sharing Agreement to facilitate the sharing of personnel, equipment and services across the region during emergencies. Vote: Passed 7-0.

FY 2026 budgets for Consolidated Fire District No. 1, Fire Districts No. 1 and No. 2

Approved the Fiscal Year 2026 budgets for Johnson County Consolidated Fire District No. 1, Johnson County Fire District No. 1 and Johnson County Fire District No. 2. Vote: Passed 7-0.

FY 2026 budget for Northwest Consolidated Fire District

Approved the Fiscal Year 2026 budget for Northwest Consolidated Fire District. Vote: Passed 7-0.

FY 2026 budget for Consolidated Fire District No. 2

Approved the Fiscal Year 2026 budget for Consolidated Fire District No. 2. Vote: Passed 7-0.

Motion to direct staff to invite the CFD No. 2 board to a joint session study with the BOCC in the next 90 days. Vote: Passed 6-1.

Additional staffing at the Youth and Family Services facility

Approved 3.0 FTE Behavioral Health Specialists for the Johnson County Mental Health Center to provide respite care services for children and adolescents at the Youth and Family Services facility. Vote: Passed 7-0.

Funds to subrecipient organizations to help at-risk populations

Approved the allocation of $791,473.44 of HOME-ARP Supportive Services, non-profit operating and capacity building federal grant funds to subrecipient organizations as recommended by the Housing and Community Development Advisory Committee, authorized the reallocation and expenditure of General Fund balances (reserves) for FY 2025 in an amount not to exceed $791,474 and delegated authority to execute agreements with subrecipients to the director of Planning, Housing and Community Development. Vote: Passed 7-0.

Adoption of Johnson County’s FY 2026 Budget and FY 2026-2030 CIP

Approved and adopted the Fiscal Year 2026 Budget and FY 2026 – 2030 Capital Improvement Program as proposed. Vote: Passed 6-1.

Rules and regulations for Civil Service Board

Adopted the rules and regulations for the Civil Service Board of Johnson County governing certain employees of the Sheriff’s Office. Vote: Passed 7-0.

Where Our Discarded Materials Go in the KC Metro

Johnson County, Kansas City, Missouri, and the MARC Solid Waste Management District recently completed the first study of its kind on what happens to discarded materials in our region. The Material Flow Analysis study shows that most of our area still follows a “take–make–waste” system: we take resources, make products, and then throw them away. This cycle means we lose valuable materials, miss out on economic benefits from reuse and recycling, and rely too heavily on landfills.

The ARC Garden: Growing Food, Fostering Community

Since 2010, the Adult Residential Center has planted a garden that residents can work in when they have free time. With the help of the K-State Extension Office, the ARC's Garden routinely produces over 2,000 pounds of fruits and vegetables. Half of the food produced from the garden is served in the ARC dining facility, and the other half is donated to local food pantries or SafeHome for use in their kitchen. This year, ARC Facility Staff have held culinary classes utilizing the fresh produce to teach our residents to make everything from fresh salsa to apple pies.

This garden project has many benefits for ARC residents. It encourages healthy eating, provides a healthy outdoor activity, boosts immunity, and is an excellent way to capture Vitamin D. It reduces stress and builds self-esteem and self-sufficiency. Most importantly, residents are fortunate to have this opportunity to give back to their community while in custody.

Consider Application for a Conditional Use Permit Renewal for an RV, Boat and Trailer parking/storage facility, on property zoned PRB1, Planned Rural Retail Business District, located at 19840 Floyd Street.

Funding authorization for a Johnson County Wastewater pump station

Conduct a public hearing and consider authorizing funds for the construction phase of the Belinder Pump Station and PEFTF Improvements Project in an amount not to exceed $22,230,000, increasing the total project authorization to $24,306,900.

Contract authorization for a Johnson County Wastewater pump station

Consider authorizing a contract with MegaKC Corporation to construct the Belinder Pump Station and PEFTF Improvements Project in the amount of $17,384,000.

Change order for concrete pavement work at a Johnson County Wastewater project

Consider authorizing contract change order authority with Rodriguez Mechanical Contractors, Inc., for existing concrete pavement removal work in State Line Road under the State Line Force Main Project in an amount not to exceed $231,000, and authorizing the Wastewater General Manager to sign change orders up to $231,000 in total, including any project change orders over $150,000, for existing concrete pavement removal work.
